Eligibility Criteria for the Home Heating and Cooling Upgrades Program 

The Home Heating and Cooling Upgrades Program applies to low income and vulnerable families who are homeowners, as well as rental providers and those who are living in rental properties.

The eligibility criteria vary slightly for homeowners and renters, but the rebates available are the same.

Eligibility for an Owner-Occupied Household

Upgrade your old heater to a reverse cycle air conditioner and get cashback! 

To be eligible for rebates, homeowners must hold an approved concession card or have a combined household income of less than $90,000.

Any of the following systems can be replaced with an approved reverse cycle air conditioner:

  • gas heater
  • fixed electric heater
  • wood heater
  • reverse cycle air conditioner that is more than 7 years old
  • Victorian households with no existing heating are also eligible
  • Eligibility for Rental Properties

    To be eligible for the Home Heating and Cooling Upgrades Program, rental property owners must replace any of the following systems with an approved reverse cycle air conditioner:

  • gas heater
  • fixed electric heater
  • wood heating
  • reverse cycle air conditioner that is more than 7 years old
  • Victorian households with no existing heating are also eligible
  • Rental property owners must also provide evidence that:

  • The rental property earns less than $500 weekly rent/is unoccupied with the potential to earn less than $500 weekly rent

  • OR

  • The rental property is occupied by renters with a valid concession card or a combined household income of less than $90,000.
  • Rental property owners must also make a declaration that the property is not used as holiday accommodation.

    Rental providers – and not renters – must arrange to purchase and install the reverse cycle air conditioning.

    How Much Money Can I Get in Rebates?

    Owner-occupied and rental properties are eligible for the same rebates under the program.

    The money you can receive includes:

  • A $1000 rebate to contribute to the cost of your new air conditioner
  • An additional $200 if your outdated gas heater needs to be decommissioned
  • A further $500 if your switchboard needs to be upgraded as part of the installation
  • That’s a total of $1700 to contribute to the installation of a brand-new energy-efficient reverse cycle air conditioning system!

    According to the Victorian Government, $1700 is the average cost to supply and install a reverse cycle air conditioner, meaning the majority of your costs will be covered!

    How to Apply for the Victorian Home Heating and Cooling Upgrades Program

    1. Visit www.heatingupgrades.vic.gov.au and click Apply now.

    2. On the next page, review eligibility criteria and required documents. Once this is complete, click apply now again.

    3. Provide your property address and select your current heating system.

    4. Select owner-occupier or rental provider.

    5. Confirm and verify eligibility and identity. Details required in this section include concession card details and combined income.

    6. Review and submit your application.

    7. Once approved, contact Australian Climate Systems for a quote. Be sure to provide us with the token you received upon approval.

    8. After the quote is accepted, we can schedule a convenient installation time and arrange payment.

    9. The job is now complete! We will provide you with all the relevant documentation you need.

    Other Things to Consider with The Home Heating and Cooling Upgrades Program

    If you want to upgrade to a reverse cycle air conditioner through the Victorian Government’s program, there are a few other criteria to consider.

    • You must apply and confirm your eligibility before buying and installing a system. You cannot retrospectively receive the rebates, so it’s important to apply first.
    • All relevant compliance certificates must be supplied with reverse cycle air conditioner installations.
    • The system must be installed in the main living room (unless medical requirements mean it needs to be installed elsewhere).
    • Systems that need to be decommissioned are fixed gas heaters and older reverse cycle systems. These systems must be dismantled or made completely inoperative. To help you meet decommissioning requirements, a $200 rebate is available to assist with dismantling costs (as mentioned above).
    • Systems such as gas ducted heaters and wood heaters do not need to be decommissioned. However, it is recommended that you use your new reverse cycle system instead, as it will provide more energy-efficient, eco-friendly heating as well as doubling as an air conditioner.
